Sorry, this misunderstanding is probably because I am translating the wording from a German language operating system.
So, when you hover the mouse pointer over an icon in the systray (notification area of the task bar, to use the correct term), you get a tooltip or infotip (ie a small, yellow, hovering popup box) displaying the name of the app or some other useful information.
With the BS systray icon, you don't get any tooltip, presumably because this has not been defined by the developers.
Under Win Vista, systray behaviour can be defined in the [customise notification area] dialog. This is a dialog box with 2 columns, listing all systray icons (active or inactive). The left column shows the application's systray icon and its given "name" or description. The right column has an option to select whether to <show>, <hide> or <hide when inactive> the respective systray icon.
When no description is defined for a systray element, "<No Title>" will be displayed next to the respective systray icon. Windows Vista standard behaviour is not to save the <show> <hide> <hide when inactive> selection across system reboots when a systray element has no defined description. Regardless of what setting would have been selected previously, on reboot the OS reverts it to the state <hide when inactive>, which is the default state for any newly added systray element. With the BS systray icon this unfortunately means that it is always shown (presumably because the developers have not defined a specific routine for it to become inactive).
